FORMULA QUESTION!! how do you mix yours?

OKay On the back of the formula container it has the directions, and says add sterile water to bottle then add powder.
( I use Playtex drop-in, with those cheaper bpa-free drop-ins that come in a roll of 100)
My son should be drinking about 7 oz. so i add 7 oz. of wate t o bottle BUT after adding the powder i end up with like 8 or more oz. of milk?? and usually a mess
So should I start adding the powder first instead?? I don’t get it! what do you do?
the formula i use is a one scoop to 2 ounces. you always do water first then the 3 and a half scoops to the 7 ounces. i also used the platex drop ins to what i did was do a scoop shake it down a little bit then do the other scoops so there was room then put the cover on and shake it all up. i also used the playtex expandable 8-10oz bags because the cheaper ones the bags are only 8 oz so it doesnt realy give you room so i suggest i know there more expensive but they are worth get the plate expandle 10 oz bags and you will have plenty of room for the powder if you dont want to spend that money then go out and buy a 2 dollar cheap 8 or 10 oz bottle and mix it in that then pour it into the playtex drop in bottle
but ALWAYS put the water in first if you put the powder in first you wont have 76 oz of water and then the your baby will most likely get constipated because to much powder to the water
